Updated: Tinubu Seeks Senate Confirmation for NPC, RMAFC, NERC Commissioners

President Bola Ahmed Tinubu has transmitted three separate letters to the Senate, seeking the confirmation of nominees for key federal appointments, including commissioners for the National Population Commission (NPC), the Revenue Mobilisation Allocation and Fiscal Commission (RMAFC), and the Nigerian Electricity Regulatory Commission (NERC).

The letters, which were read by Senate President Godswill Akpabio during plenary on Tuesday, October 7, were sent in accordance with constitutional and statutory provisions governing federal appointments.

In the first correspondence, dated July 30, 2025, President Tinubu, in line with Section 154 (1) of the 1999 Constitution (as amended), requested the Senate to confirm the appointments of Dr. Joseph Haruna Kibu, representing Nasarawa State, and Mr. Bularafa, representing Yobe State, as Commissioners of the NPC.

“In accordance with the provisions of Section 154, Subsection 1 of the Constitution of the Federal Republic of Nigeria, 1999, as amended, I am pleased to present for confirmation by the Senate the appointment of the following two nominees as Commissioners of the National Population Commission,” the letter stated.

The President expressed confidence in the competence of the nominees and urged the Senate to give the request “expeditious consideration,” stressing the importance of the NPC in ongoing demographic planning and national development.

“It is hoped that these requests will receive the expeditious consideration of the Nigerian Senate,” Tinubu wrote, adding, “Please accept, distinguished Senate President and distinguished Senators, the assurances of my highest consideration.”

The Senate President referred the request to the Committee on National Population and Identity with a one-week deadline to report back to the chamber.

In a separate letter, President Tinubu also sought the confirmation of nominees as Commissioners to represent their respective states in the Revenue Mobilisation Allocation and Fiscal Commission (RMAFC) — the agency responsible for monitoring revenue accruals and disbursement to the three tiers of government.

Those nominated include Abubakar Wamako Bello, representing Sokoto State; Gboyega Olajide, representing Osun State; and another nominee from Bayelsa State.

“I am pleased to present for confirmation by the Senate the appointment of the following nominees as Commissioners to represent their respective states in the Revenue Mobilisation, Allocation, and Fiscal Commission,” the President wrote.

He urged the Senate to consider and confirm the nominees in the “usual expeditious manner,” assuring lawmakers of his highest regard and commitment to effective governance.

The matter was referred to the Senate Committee on National Planning and Economic Affairs, chaired by Sen. Bawa, for legislative action within one week.

Also in another letter dated August 6, 2025, President Tinubu also forwarded the names of three nominees for appointment as Chairman and Commissioners of the Nigerian Electricity Regulatory Commission (NERC), in line with Section 35 (1) and (3) of the Electricity Act, 2023.

The nominees include Engr. Abdullahi Garba Ramat, nominated as Chairman of NERC; Mr. Abubakar Yusuf, designated Commissioner for Consumer Affairs; and Dr. Faud Olayinka Animashaun, nominated as Commissioner for Finance and Management Services.

In his message to the Senate, the President stressed that the appointments were part of ongoing efforts to strengthen regulatory oversight in Nigeria’s electricity sector and improve service delivery.

“While it is hoped that the Senate will consider and confirm the nominees in its usual expeditious manner, please accept, distinguished Senate President and distinguished Senators, the assurances of my highest consideration and personal regards,” Tinubu stated.

The Senate President referred the communication to the Committee on Power for screening and to report back within one week.
