Barely 24 hours after a Federal High Court in Port Harcourt, Rivers State, gave a restraining order, Rivers Sole Administrator, retired Vice Admiral Ibok-Ete Ibas, has appointed administrators for the 23 councils in the state.
Ibas also approved the constitution of some boards of agencies, commissions and parastatals which he had earlier suspended.
