As part of efforts to contribute to national discourse and public service delivery, a one-time Rivers State Deputy Governor, Chief G.T.B Toby, has expressed his train of thoughts and actions in a book entitled, “In The Course Of Service’’.
The book chronicles his experiences, actions, events and interventions at the helm at various levels for several decades.
The narrative encapsulates vision, mission, programmes, policies and strategic service delivery in public office.
The public presentation of the book is scheduled for November 14, 2019 at Hotel Presidential, Port Harcourt, Rivers State.
The event will also feature a conversation on “Citizenship, Belonging and Values in Public Service.’’
Former President Goodluck Jonathan is the Special Guest of Honour at the occasion while Chief A.K. Horsfall, the Se-kuro of Kalabari, is the Chairman.
Chief Gabriel Tamunobiebere George Toby, an elderstatesman, is also an economist and a former civil servant.
He served as Deputy Governor of Rivers State under Governor Peter Odili from 1999 to 2007.
Toby, an alumnus of the University of Nigeria, Nsukka, graduated with a Bachelor’s degree in Economics in 1963.
He had a stint in the civil service of Rivers spanning several decades before attaining the zenith of his career as Director General before retiring in 1994. Other offices in which he has served include Pro-Chancellor, and Chairman Governing Council, University of Benin, Pro-Chancellor and Chairman, Governing Council, University of Port Harcourt and Chairman of Council, Rivers State Polytechnic, Bori.
In 2006 just before he left office as number two man in Rivers, Toby is the first Nigerian to earn the National Merit Award of Accomplished and Most Outstanding Deputy Governor in the country during the administration of President Olusegun Obasanjo.
