The House of Representatives says it has resolved to investigate the procurement process in the award of the Lagos-Calabar coastal highway contract.
Rep. Austine Achado (APC, Benue) moved a motion of urgent national importance during plenary on Thursday, which led to the resolution.
The House claimed that the agreement between the federal government and Hitech Construction Company Nigeria Limited on the project’s financing violated the 2007 Procurement Act.
Persecondnews reports that the House asked the Ministers of Works, Finance, and Justice to provide the National Assembly with copies of the documents for the award of the contract.
The lawmaker said: “Section 40(2) requires that where a procuring authority adopts a restrictive tendering approach, it should be on the basis that the said goods and services are available only from a limited number of suppliers and contractors, and as such, tenders shall be invited from all such contractors who can provide such goods and services.”
According to Persecondnews, the Minister of Works, Mr. Dave Umahi, recently stated that the Lagos-Calabar coastal road construction would cost N4 billion per kilometre.
The 700-kilometre Lagos-Calabar coastal expressway will be constructed at a cost of N2.8 trillion.
The design connects Lagos to Cross River, traversing the states of Ogun, Ondo, Delta, Bayelsa, Rivers, and Akwa Ibom.
