Large-scale pipeline vandalism, crude oil thievery in billions of dollars ongoing in Niger Delta – NNPC GMD, Kyari, raises alarm

The Group Managing Director of the Nigerian National Petroleum Company Ltd, Malam Mele Kyari has alerted of massive disruption to oil operations in the Niger Delta following large-scale activities of pipeline vandals and oil thieves in the region, robbing the country of billions of dollars.

Kyari lamented that the criminal activities had brought down oil production with the country lifting less than 1.5 million barrels per day.

“There is a massive disruption to our operations as a result of the activities of vandals and criminals along our pipelines in the Niger Delta region. This has brought down our production as low as the level we have never seen before.

“Today we are doing less than 1.5 million barrels per day simply because some criminals decided that they should have some infractions on our pipelines.

“That clearly is the biggest form of business disruption we are facing today,’’ Persecondnews.com quotes the NNPC GMD as saying.

Kyari spoke on Friday at the presentation of NAPIMS ISO Certificates and the launch of the Electronic Materials Management Solution (e-MMS) held at the NNPC Towers.

In attendance were the NNPC board Chairman, Sen. Margaret Chuba Okadigbo, leaders of IOCs, Shell, ExxonMobil, TotalEnergies, Group Executive Director (Downstream), Mr Adetunji, industry regulators, and leaders of PENGASSIN and NUPENG.

ISO 22301:2019 Service in Nigeria assist to implement Business Continuity Management System (BCMS) that will meet the need of the organization.

This document specifies requirements to implement, maintain and improve a management system to protect against, reduce the likelihood of the occurrence of, prepare for, respond to and recover from disruptions when they arise.

On the efforts to curtail the massive oil theft in the Delta, Kyari disclosed that collaboration was ongoing with security agencies especially with the Nigerian Navy to arrest the situation.

He said:“This kind of engagement and certification we have today around our system and process should be able to respond to this and part of this is to bring the best framework possible to contain this situation.

“I’m happy to tell you that enormous work is going on between us and relevant security agencies and partners and the communities on the corridor that are impacted.

“I’m optimistic that within the next 23 weeks measurable outcomes will come up so that our business can continue. As we speak, the Nigerian Navy is launching a massive operation to contain oil theft.

“The whole essence of the intervention is that every asset available is deployed to arrest the situation.’’

On the ISO certification, Kyari expressed satisfaction for it but said the certification is not just for NAPIMS but that every business would be certified in line with best practices in the industry.

“I congratulate the Upstream Director in particular that they have done a good job and we are watching. I think such a good thing can be `copied and pasted’.

“The industry is in transition globally and there is a need to grow our gas, production, assets and resources. There are local challenges we are facing today, particularly in the Niger Delta.

“There is enough space for us today to grow our gas business supply and demand balance and Nigeria is in the best position to take advantage of this to develop our gas assets and resources,’’ he said.

Persecondnews also reports that Kyari handed over the certification to NUPENG Chairman on behalf of the NNPC and its subsidiaries.

On NNPC’s transition to a full-fledged commercial entity, Kyari said:“Beyond this as we progress into the future, NNPC will transit fully by July 1, 2022 to a company governed by the provisions of the Allied Companies Act, Petroleum Industry Act, and other legislations.

“This is good for our country, this is good for the industry; we become a much better company, excellent today but can be better than excellent.

“By July 1, 2022, we will switch over to a new, entirely new company.’’
