In a bold move to overhaul Nigeria’s security network, President Bola Tinubu has ordered a new panel to deliver a comprehensive National Threat Assessment and a five-year rolling defence plan within 90 days.
Secretary to the Government of the Federation Sen. George Akume, who inaugurated the team on Wednesday, said: “We must establish a clear path from threat to objective.”
The initiative targets adaptive, interconnected threats that exploit institutional gaps.
Akume noted that the government needed to move beyond responding to individual security challenges despite recent military breakthroughs.
“The framework aims to align state spending directly with defence needs.
“Threats would determine operational objectives, while the objectives would determine capabilities,” Akume explained regarding procurement reforms, adding that the rolling five-year plan will undergo annual reviews for technological updates.
According to Akume, the strategic framework must ensure national security objectives are consistently translated into measurable outcomes.
“The committee will pinpoint capability gaps and map out strict implementation timelines.
“Nigeria’s military and security personnel deserve a strategic framework that clearly defines their objectives,” the SGF added.
Retired Maj.-Gen. Adeyinka Famadewa, Special Adviser on Homeland Security, who coordinates the project, said specialized subcommittees were formed to ensure completion of the assignment within the stipulated timeframe.
Top security chiefs on the high-powered panel include NSA Nuhu Ribadu, Defence Minister Christopher Musa, Minister of State for Defence Bello Matawalle, and CDS Olufemi Oluyede.
Others are Army Chief Waidi Shaibu, Air Chief Sunday Aneke, and Naval Chief Idi Abbas, Police IG Olatunji Disu, DSS DG Tosin Ajayi, and NIA DG Muhammed Muhammed.
