State Police: IGP Disu Submits 75-Page Implementation Framework to Senate

In a major step toward decentralizing Nigeria’s security architecture, Inspector-General of Police Olatunji Rilwan Disu has submitted a comprehensive 75-page framework for the establishment of state police.

The document was presented on Thursday to the Deputy President of the Senate, Sen. Barau Jibrin, who currently chairs the Senate Committee on the Review of the 1999 Constitution.

The submission was facilitated at the National Assembly by Prof. Olu Ogunsakin, chairman of the police committee tasked with designing the state police model.

According to Ismail Mudashir, Special Adviser on Media and Publicity to the Deputy Senate President, the framework serves as the official roadmap for the proposed transition.

Titled, “A Comprehensive Framework for the Establishment, Governance and Coordination of Federal and State Police,” the report outlines the proposed operational structure and coordination mechanisms for state policing in the country.

The IGP noted that the submission is the result of rigorous analysis, reflecting the Nigeria Police Force’s professional insights and strategic recommendations.

He emphasized that the document followed extensive consultations and a thorough assessment of the operational, legal, and administrative shifts required to implement state policing.

“The report covers the considered views, professional insights and strategic recommendations of the Force, derived from extensive consultations and a careful assessment of the operational, legal and administrative implications of instituting state police in Nigeria,” he said.

Disu expressed optimism that the framework would contribute meaningfully to ongoing constitutional review deliberations and support informed and pragmatic decisions on Nigeria’s security architecture.

He said the report was forwarded as the Nigeria Police Force’s official input to the Senate Committee on the Review of the 1999 Constitution.

The Deputy Senate President lauded the IGP’s “proactive engagement,” framing the new framework as a cornerstone of President Tinubu’s national security strategy.

Barau committed to a thorough review of the document, promising that it will play a central role as the committee synthesizes various proposals to reshape Nigeria’s constitutional policing structure.
