Digital Governance: FG Partners KOICA on Centralized Operations Hub

The Federal Government has launched the Nigerian Government Enterprise Architecture (NGEA) Portal as part of efforts to strengthen digital governance and improve coordination across ministries, departments and agencies.

The initiative, developed by the National Information Technology Development Agency in collaboration with the Korea International Cooperation Agency, is a key component of Nigeria’s e-Government Master Plan aimed at accelerating digital transformation.

Speaking on Thursday at the handover ceremony in Abuja covered by Persecondnews, a representative of the Director-General of NITDA, Dr. Wariowe Dimie said the platform would address longstanding challenges of fragmented systems and poor inter-agency communication.

“Prior to now, ministries operated in silos, making communication and information sharing difficult. With this collaboration, we are now integrating government systems to ensure alignment with national priorities,” he said.

He said the pilot phase includes key institutions such as the Nigeria Immigration Service, Nigeria Customs Service, and the National Identity Management Commission, with plans to onboard more agencies.

Mr. Adeladan Rafiu Olarinre, who represented the Permanent Secretary,Federal Ministry of Communications, Innovation and Digital Economy, said the portal is a major step toward a more coordinated and efficient public service.

According to him, the NGEA platform will serve as a digital backbone for government operations, enabling seamless data sharing, improved policy implementation and a more unified citizen experience.

Dr. Ebimaro Sampson, the representative of the Federal Ministry of Budget and Economic Planning, noted that the initiative would enhance transparency and coordination across government institutions.

“You can hardly see physical files on tables in some ministries today. Digitalisation is no longer optional; it is the direction we must all embrace,” he said.

The Country Director of KOICA, Mr Eunsub Kim, described the project as a product of years of collaboration between Nigeria and the Republic of Korea.

“Today’s event signifies more than just the transfer of a system. It reflects years of cooperation, capacity building and a strong partnership between KOICA and our Nigerian partners,” he said.

Also speaking, Managing Director of Nigeria’s Galaxy Backbone, Prof. Ibrahim Adeyanju, said the portal is expected to eliminate duplication and improve service delivery.

“For too long, MDAs have operated in silos, with duplicated infrastructure and fragmented data. A citizen moving between agencies had to start from scratch. We are hopeful that the portal will change this narrative,” he said.

Speaking on behalf of the Nigeria Customs Service, Assistant Comptroller in the Cybersecurity Unit, Mr E.O Uzamere, commended the initiative, describing it as a major step in Nigeria’s digital transformation journey.

“This event marks a significant milestone in Nigeria’s digital transformation journey. Such collaboration demonstrates the value of international partnerships in strengthening national institutions and building sustainable digital governance initiatives,” he said.

Also lending his voice, Nasarawa State Commissioner for Science and Technology, Agbashi Gabriel, commended the consistency of the partnership, noting that KOICA has sustained its support since 2013.

“This level of commitment is commendable. The responsibility now lies with Nigeria to sustain and fully utilise the system,” he said.

The launch marks a significant milestone in Nigeria’s digital transformation drive, with stakeholders expressing optimism that the platform will improve efficiency, transparency and service delivery across the public sector.

Persecondnews reports that the collaboration between the National Information Technology Development Agency and the Korea International Cooperation Agency on the Nigerian Government Enterprise Architecture (NGEA) began in mid-2022.

Over the period, NITDA coordinated engagements between technical teams from South Korea and designated teams from four pilot ministries, departments and agencies, leading to the development of the NGEA framework and its supporting digital infrastructure.
