Accountant General’s Office Accused of Using Major Government Scheme To Shortchange Newly Employed Civil Servants.

Per Second News---The Integrated Personnel And Payment Information System (IPPIS) scheme has become a commercial monster and scandal makes a mockery of the Buhari administration’s commitment to transparency.

There’s a simple workplace axiom: You put in your hours and get paid for them. Alas, this doesn’t always happen.

The office of the Accountant General of the Federation (AGF) Integrated Payroll and Personnel Information (IPPIS) department have been accused of stealing billions of naira from newly recruited staff in ministries and Federal Government agencies since the introduction of the scheme.

Growing number of newly employed civil servants complain about being shortchanged by officials

Workers affected by the IPPIS fraud revealed that where they worked for 12 months, they were only paid four months of wages.

There’s been a record spike in wage, racketeering, and allegation of kickbacks as graft busters begin investigation into multi-million Naira financial impropriety and abuse of office, Per Second News gathered.

IPPIS is a department within the office of the AGF responsible for payment of salaries and wages directly to government employee’s bank account with appropriate deductions and remittances of 3rd party payments such as; Federal Inland Revenue Service, State Boards of Internal Revenue, National Health Insurance Scheme, National Housing Fund,Pension Fund Administrator, Cooperative Societies, Trade Unions Dues, Association Dues and Bank Loans.

The scheme has been hit by allegations that it exploited its dominant position at the expense of vulnerable workers as new employees cry foul over the alleged stealing of their salaries and entitlements by the office of the AGF. 

Investigations revealed that following the introductions of the IPPIS scheme, designed by the government to stem cases of ghost workers in the system, those saddled with the responsibilities over the years have been milking new employees of their rightful wages.

It was gathered that staff assigned to handle the IPPIS have resorted to blackmail and fraud as they refuse to capture any agency that fails to give them money.

 

Further probe revealed that new staff hired by the National Bureau of Statistics (NBS), the over 10, 000 new police recruits as well as many other Federal Government agencies that are yet to be captured after many months of been employed are becoming apprehensive as they fear that they may also not be paid their full benefits and compensation in wages.

"If those before us have been shortchanged and nobody raised any dust our case may also be the same. We are really not sure if we will get any pay for the many months we have worked. This is really sad and discouraging," another source in one of the ministries said.

But a staff in the IPPIS department told our correspondent that the delay in the capture of the new staff is due to the volume of work.

"It is not a deliberate thing but we have so much work at hand. We are sure going to capture everybody. Nobody should be afraid," the source who pleaded.

The source could however not say why the new employees were not been paid their full salaries and who was collecting the money.
